During war with another federation be vary about recruiting new members because they may be spies. Spies listen to your strategy and plans. This can prove to be a very valuble information during war.
 
How to send a spy ?
One can easily send a spy to another federation, trying to take over the federation (hostile take over) or intelligence (getting information). This spy can then report back to the leader or other members of the federation to share the newly found information.
