Leader`s ability
A federation depends heavily on the leader. If the leader is quite inactive (that means he/she doesnt do much for the federation) then the federation's influence is quite limited.
 
Federation members
You may wish to join a federation which contains members with more or less around the same power rating or ranking as you. Although it may be good to join a federation with most members are in the top 10 rank (assuming you are ranked quite low at around 1,000) but it depends on the federation leader to approve of your application or not.
 
State of the Federation
It may not be advice able to join a federation which has many enemies or in the middle of a federation war. Check out and ask around first prior to joining a federation
