What is it ?
This is the ore reserve left on the planet. Once the ore reserve has run out you can no longer mine for ore on this planet.
 
Tips
Some planet types contain larger reserves of ore than others.
Try not to build too much mining infrastructure. As  mining infrastructure will be useless once the ore reserve on the planet has depleted.
